Ownership Transfer
Also known as car transfer, name transfer, mulkiya transfer.
Ownership transfer is the official process of moving a vehicle from one registered owner to another at an RTA service centre. The seller and buyer must both attend with Emirates IDs, the mulkiya, a valid RTA passing certificate, and the buyer must hold active UAE insurance. Transfer fee is roughly AED 350 in Dubai.

The Roads & Transport Authority (RTA) passing certificate is the inspection report that confirms a Dubai-registered vehicle meets road-worthiness standards.
